Lord Robert Baden-Powell (1857-1941) was a British national hero who started the scouting movement in 1907 after a long, military career. The story goes that he discovered during a siege that he could relieve his regular soldiers by using children for certain functions. He was so impressed with the quality of the work the children delivered that he used this experience for his first, civilian scouting work.
